It's hard to make out in the photo, but the windows are half bricked-up on the inside.
I think they look a little like eyes.

Hi Andrew, it's on Wellington Street, just near Pier Street (opposite the blood bank).
I'm going to have to go hunting for the power station on Colin St now...
